4.163 is currently available as a simple patch for those who have 4.162 installed already.
A full installer will follow.

Unfortunately right now the link to the Map Transfer Manager V31 on that page still points to the old Download Manager V19, here's the correct one. And, as always, thanks for looking at the Release Notes with their installation instructions.
