No kidding!
Witcher 3 is such an absolute perfect RPG that I'd say it was nigh impossible to replicate that. Witcher 3 also had the advantage of being based on a series of books from which a rich lore and world-building could be based on.
Cyberpunk had a lot of source material from the pen and paper RPG, plus the novels that it was originally inspired by, like the works of William Gibson, but for the most part it wasn't utilized well.
