The person must have forgotten the anti-piracy included with SimCity: A card with city names and population sizes. Each time you started the game, it would ask you what the population of a city was.

An intriguing option, but in this day and age all you'd have to do is obtain a .pdf or a .txt document listing all the cities/populations, etc. Thanks, internet. ;\)
