How will WOFF UE run with on a PC with these specs?
Ryzen 5 1600 6-Core 3.2 GHz, NVIDIA GeForce GTX 1050 Ti 4GB, 1TB HDD, 8GB DDR4, AC WiFi, Windows 10 Home 64-bit (8GB Version)

Does the processor have to be intel?

I'm running a Ryzen 5 2600 and a Radeon RX-580 GPU, and have no problems at all. The system you list should be just fine.

Im running a Ryzen 7 and no problems in that area.
