SOLVED! No Throttle input works from joystick or keyboard

I had to wipe my hard drive. Reinstalled everything and Windows is fully up to date. Latest drivers installed.

WOFF UE installed. Tried with both no patch and latest patch. No mods loaded.
Joystick responds in Windows configuration AND is able to assign buttons in WOFF UE. That is, WOFF UE recognizes there is a Logitech 3D Extreme joystick. No force feedback and that is checked as off in Workshop.

Any and all options assigned to the Joystick work in WOFF UE except Throttle commands. Keyboard commands for Throttle control don't work either. That is to say that 1 Thru 0 (10% through 100%) does nothing and so does + / -

B for Blip works. E for Engine On and Shift E for Engine OFF works. Just no Throttle stuff.

I have uninstalled WOFF UE completely, deleted the directory and re-installed in new directory on a different drive after reboot. Same exact issue. This is the same keyboard and joystick I have been using all along.

Any ideas what would cause throttle commands to cease working completely via both joystick and keyboard?

No idea on that, joystick is one thing but how the keyboard can stop working too.

When you deleted did you delete the C:\Users\*your_logon_name*\AppData\Roaming\OBD_Games\OBDWW1 Over Flanders Fields folder?

If you have a Logitech keyboard too, try uninstalling their software and see.
