Anyone has ever been arrested and given prison time for not doing this?

The send to address on it is resident, not a specific name like Mr. John Smith or the Johnson family. It's also very easy to mistake it as trash mail because it's not even an envelope. Ours was stuck in between the grocery newspaper advertisement that are in the mail box every week. It's easy for anyone to throw away those advertisements without looking through them.

I would think there would be public outrage if anyone was threatened with prosecution, I've never filled one out. Seen plenty get tossed in the trash.

If you don't fill it online, don't they send a person to your address until they get in contact with the residents there.

Does it have your personal information anywhere on it ? They probably get stuck in everyone's mailbox, and they hope some will respond.

The moment you opened that envelope, NFB, hydrophobic tracking powder got on your hands. The stuff can't even be washed off. Expect a knock on your door in the next few days by the census bureau, and they'll likely have a lamp to check your hands if you deny receipt.
