This is my default zoomed out view. This is the game running with no head tracker active. I can't see the horizon indicator. I know there is a more zoomed out view. Just don't know how to get it.
The view looks normal to me. You can't see most of the gauges without panning down or using Track IR or some other headtracker. Just for fun his F6 and see if it zooms in on the gunsight.

Yes it does zoom into Gunsight, but it does not move much.
It looks OK to me if I zoom out and start the engine, I can see the horizon indicator, you need dip your head down a little to see the top area, but as it rotates you can usually see what position it is. Best to use TrackIR., headtracking, you can also adjust the head down temporarily. Also if you enable Headshake in workshops you will see it often as you bank and so on as your head moves around/down. Shift+backspace shift+backspace move the eye down/up temporarily.
You can also pan down with the POV if you disable the scrollock - then you can also use numpad arrows.

Yes there's a general setting you can edit in the file viewui.xml which is found in C:\Users\<YOUR LOGON NAME>\AppData\Roaming\OBD_Games\OBDWW2 Wings Over The Reich Edit the 3rd line down which starts with <VirtualCockpitView FovScale="1.0" Change the 1.0 to something else, try 1.4 or similar (must still be in quotes just like the example above). Save. Note, if you use notepad to edit, make sure it’s not saved as a “.txt” file. You would need to set “file type” in Notepad save dialogue, to *.* then add the .xml to the end of the file name (for example so it reads viewui.xml) before saving. After saving make sure it looks correct in the folder.
TrackIR or nofacetrackIR is the way forward and how it's designed, I could possibly at some point make the F6 view not the gunsight view, and instead be a slightly lower angled view or something.
