I haven't read the article but I'd say these are the two major factors:

1. The majority of the jobs are there.

2. The winter climate is not nearly as harsh compared to the areas to the north.

Now here's another fascinating thing to analyze from an historical and demographic perspective.

Estimated population of the US in 1790 (first official government census taken): 3 million
Estimated population of Canada in 1790: 161,000

Estimated US population in 2023: 334 million
Estimated Canada population in 2023 : 38 million

Canada's population distribution also owes a lot to longstanding conscious though unspoken policy.

The population lives where food can be grown.

There was only 16 squadrons of RAF fighters that used 100 octane during the BoB.
The Fw190A could not fly with the outer cannon removed.
There was no Fw190A-8s flying with the JGs in 1945.

Do you know how much of Nanavut is habitable? Nanavut, that's why they named it Nanavut.

Also, we have the Canadian Shield LINK pretty much uninhabitable, and of little agricultural value. Add to that, the cold AF North, and you can understand why we cling to the south. The Great Lakes are obviously a major factor as well. (trade with the USA)

Practically 13 million live in Southern Ontario.

Windsor ON is south of Detroit.

The most southern point in Canada is almost on the same latitude of the California-Oregon border.

I moved to London Ontario for a year a few years ago and the climate sucked, with summer months where it was almost as hot and humid as Cuba, and long nasty winters.

There would only be a few weeks total in the spring and fall where it would be a comfortable temperature.

Throughout we also had huge lightning storms, wind storms and hail storms that all caused damage. There was even a tornado warning but I don't know if it actually touched down or not.

Except for southern B.C. and the very southernmost tip of Ontario, that or year round cold is pretty much you can expect throughout the rest of Canada.

That very southern tip of Canada is just down the road from London.

Yeah but its still noticeably milder, like its own little microclimate.

We don't get near as many Tornado warnings as the London area.

Likely due to the Great Lakes.
