We watch a lot of European DVDs (region 2). Our "American" (region 1) player won't play them.
I bought a cheap region 2 player -- but, it does not work with every disk. So, we use our old standby VLC media player. Its a completely free and free-to-use download. It does region 2 quite well for us. Also plays region 1 (America). Probably plays other regions also. Plays videos you record, etc. etc -- just about anything.
One needs a DVD or BlueRay drive on one's PC or HTPC or equal for DVD movies. It can play movie files (no DVD drive required) -- if you can download them onto your PC.

For years we've used it to study videos of Professional Dancers (a hobby is Championship Ballroom Dancing).
As you download for the first time, it may ask if you want other software too. Just skip those. Once installed, it informs you if there is a new version. You do not have to accept it -- we do accept it -- no issues.
