Quite right, probably best to check that system locale Beta setting is not on (why it's still Beta even in Windows 11 is strange anyway).
Click start, and when it pops up, type:
region settings
Then you can click on region settings
depending on which OS you have, find the region settings as per my attached picture.
In Change System Locale untick/uncheck the box. "Beta: Use Unicode UTF-8 for worldwide language support."

In Windows 11 Settings, in Time & Language, Language & region, under "related settings" click on "Administrative Language settings" to get to the old Region panel. Now click on Administrative tab, then Change System locale, then you'll find that Beta option.
or quicker go click on Start once then type "control Panel" and the control panel appears, now click on "Region"
Windows 10 similar but think it's called regional settings in control panel.
Reboot after changing that.
You see how much typing to give a simple instruction these days in Windows. Let's hope Windows 12 is super duper slick and to the point (and lets you configure each setting fully in one place, rather than 15 submenus).
