Did they ever get the hat switch on the joystick to pan?

No way with joystick HAT POV switch - at least in controls options.

CloD developers assume that all players use TrackIR or use mouse for control camera, so just keep the archaic fixed angles view of iL-2:1946 for HAT switch.

Rest use third part tool for make POV HAT emulate mouse movement, example with JoytoKey:
