The GoG Wrapper will work with other versions of the eaw.exe.

That's good. Do I take it that options are broadened for Windows 10 users-in other words, one can play any version of EAW in D3D on Windows 10 with an NVidia graphics card and get horizon fog?

It does not appear to work with the code-group versions.

Make a copy of the GoG EAW folder, and run the "GoG_OAWInstall.exe" in it.

Running the "GoG_OAW2021.exe" may crash if the Visual Basic Runtime files are not installed on the user's PC.

The file you download is a 7-Zip self installer named "OAWRTFI.exe".
Running it generates three files:

setup.exe
SETUP.LST
OAWRuntimes.CAB

Run "setup.exe" and let it install anywhere on your PC (it is only installing files), but do not let it over-write newer files with older ones.

No the GoG Wrapper will not provide the D3D Fog or frame enchantments.
Assuming they made changes to the eaw.exe again with there hacking tools or code then the fog and FPS will max out, but only with their v1.2-GoG eaw.exe.
