As someone with personal experience (albeit several decades after 1960) of ACC cooking in both officers & other ranks messes and in the field they can be very accomplished & often surprisingly resourceful.
They have the ability, limitations are usually down to budget (in 2015 the allowance was ~£2.54 [that's ~$3.50 at current rates of exchange], per man per day to provide 3 meals, availability of ingredients & of course location/equipment.
Plus, of course what your soldier actually wants to eat (you can rarely go wrong offering chips or curry).
RAF catering on base was usually better though.
