Ive been able to test out all the various values in the INI files in realtime to better figure out what does what. I think I have the current crowd system working quite smoothly now with much more natural flow compared to the default setup. Unfortunately the simple systems at play for crowds and traffic can't be magically made more complex by changing a few values but I did find a way to make the world feel a little more dynamic.
It appears when NPC's are spawned on the streets there are 2 types, ones that are just walking along the road, and ones that will interact with something (a seat, vending machine, store etc). The walking ones might use a set of lights and cross the road and then just walk around, or just walk around on the street/area they spawned in. The other ones will walk around and interact with something (or sometimes spawn already sitting/using) then go back to walking around but they will stay on the same street/area. There is a third type which are static NPC's like the mission enemies, however these never move and if you look away for long enough and look back, they will change who they are, but otherwise be doing the same thing.
In the previous versions of this mod I had increased the despawn time to 3 minutes off screen so that even when your not looking at the NPC's they stay around. The issue with this is that if you stick in an area for a while and the NPC's keep walking into view and out again they will all eventually just start walking around on the street and not doing anything or crossing the roads. This fills up the NPC count for the area your in and so no new ones are spawned to do something. This results in them walking back and forth along the street infront of you, and if the street is not long enough they will do it indefinately.
man this game is pathetic, GTA3 had better peds than this.

For those here who don't see anything wrong with Cyberpunk, I strongly urge you to play through the classic titles Ultima 6 and Ultima 7. Do this. Now.
You owe it to yourselves.
If you truly want to see what consistency and depth are, you can't miss these games. I realize they are decades old, but it is pretty sad when they are still used as benchmarks of what we should strive for in a proper RPG. They are fantastic.
What about people who have zero interest in the fantasy genre but who like playing RPG's?

Mass Effect 1 was decent, Sentinel Worlds 1 was pretty good, too, but neither had the worldbuilding that helped them feel as alive. Scifi is pretty much neglected in the Computer RPG space. Edit: I almost forgot about Fallout. Fallout 1 was pretty good, too. Still not quite as strong, however. In the Ultima games, every, single, NPC, is unique, with their own story and dialogue. I know this isn't a realistic expectation for a city with millions of bots milling about, but they could at least try to give it depth beyond flashy graphics.

I mean you can only expect so much considering Night City's outrageous population density compared to other open world games.
There's no doubt that the game was released with issues (especially on the console) but I think the unreasonably sky-high expectations from many gamers was also a factor contributing to the controversy. And I agree with wormfood that Cyberpunk 2077 is not the same kind of "traditional" RPG that the 90's era RPG's were.

I should, I really should, but it came out during that awkward 2D -> 3D transition era, of 1995 to 2004, where the majority of games looked like ass. I frankly felt that 2D was grossly superior to 3D in games, visually, until 2005ish when Oblivion was released--then things changed for the better, and 3D looked good. We had a lot of awesome 2D art in games prior to 1995, even the 16 color stuff in the late 80s was better than some of the ugliness we saw in the late 90s. That's my excuse, at least, for not playing through KOTOR. I do have a huge texture pack installed, which helps. The longest I've been able to play it, so far, is the first hour or so of the game. I owe it to myself to give it another shot. Maybe after I beat Divinity Original Sin?

So I've now put about 25 hours in the game and I have enjoyed it but I have now definitely noticed a couple of technical issues:
1. In one of the story missions out in the Badlands where I had to get Hellman from the gas station, my female partner Judy was simply standing by her motorcycle during the entire duration of the gunfight. I even saw a couple of enemy soldiers attack her while she just stood there motionless leaning on her motorcycle. Once the gunfight was over and I grabbed Hellman and left the gas station, she then magically appeared with a group of her friends!
2. The AI traffic patterns and behavior in Night City needs to be improved. All the time I see stopped traffic for no valid reason and I'll see AI cars stuck on the side of the street or a corner.
3. This is not a bug but an observation I made about the Delamain corporate HQ. If it indeed is a fully automated company then why were there bathrooms and snack machines beyond the front lobby customer area?
4. The economics of Night City make no sense. So all food and drink is super expensive but yet I see people out in the street eating and drinking all the time. I also find it hilarious how you can have a gunfight between cops and criminals in one city block and people less than 100 feet away are acting as if nothing is happening.

What's the verdict a month after release?
Performance improved, major quests finished, or should I still wait?
I have it sitting in my GOG library, but I want to experience a somewhat polished game when I dig in... If you have the time to devote to it now I would say to go ahead and install it and try it. Up to now I have had no serious issues like broken quests that can't be finished or crashes to desktop. It is not known right now when the next major update will be so you might be waiting a long time if you decide to hold off.

In my every-morning jaunt through the technical and gaming sites, I saw this new story regarding performance in older consoles: Polish regulator investigates CD Projekt over Cyberpunk 2077's troubled launch
Poland's Office Of Competition And Consumer Protection has opened an investigation
UOKiK seems largely concerned with Cyberpunk's PS4 and Xbox One editions
Should UOKiK not feel CD Projekt has done enough to make those console editions sufficiently playable, the regulator has the power to fine the studio up to 10% of its annual revenue. That seems incredibly unlikely—but nevertheless adds to the multitude of problems faced by a company that is seeing its share values plummet in the wake of Cyberpunk 2077's release. Console performance is old news. But, it is still festering today. My purchase won't happen until I get my hands on an RX6800XT (or better) -- and after CP2077 PC version is working as originally intended.
