They can afford the production costs.
Amazon sure can but that's not the main consideration. The main consideration is whether or not enough consumers are streaming the show in order for the investment to be justified.

I love the Expanse, but season 4 was a letdown. I hope this season is great. It was a bit slower and less action packed that the first three that's for sure. To me, what made up for that was the reactions the solar system had to all these new worlds suddenly popping up. Mars was like, why bother finishing the terraforming when we can just take a quick trip to another Earth? Belters wanting to settle those and others turning to piracy as tons of colony ships with supplies they've been begging and fighting for are just sitting there ripe for the pickings. There were some good plausible reactions going on in many of the systems factions and I thought it was great. Science fictions doesn't just need to be ships going pew pew.

Yep, sci fi doesn't need action at all to be great. I prefer films without action, actually. The problem for me with season 4 is the weak use of plot mechanisms and token trope characters. The whole colony situation just wasn't something I cared about, nor did the showrunners do a good job helping us care. I'm going off my vague memory of this season, however. I've seen the other seasons more than once, but this one, I don't feel much a desire to watch again. I made some posts earlier in the year that probably better summarize my issues with season 4.
