Yeah. I've looked online to find some specific reasons behind that but all I could find is that the NBC execs simply weren't impressed with "Assignment Earth" so they decided to pass on making a new series based on Gary 7. Then again, ST: TOS itself got cancelled after season 2 so I'm sure that was a factor as well.
