Looking out of the front of the aircraft. Did the 'collision risk' remain in the same place or did it rapidly transit from port to starboard at a high crossing rate?
The first, a growing blob on the same heading is a collision. A transition with the B52 in the centre of the turn circle is not a risk - scary looking - possibly unpleasant to fly through, with vortices and messy air from a high g turn ahead, but no risk of conflict.
A lower aspect approach could be a far higher risk of collision because you are looking to keep the blob in the same place and close enough to the same size, but margins can be tight.
I guess you could say that if they didn't collide, there wasn't a risk, but the reality is, they were too close, didn't communicate, and took unexpected action, so if the B-52 had changed its course or taken other action, things may have turned out differently. Without knowing what the Russian pilot was going to do, and with it cutting it that close, causing vortices, etc., it still created an unnecessary danger to all involved.

"Wars have begun that way Mr. Ambassador."
We run intercepts all the time and do not pull the BS the Russians do. They are needlessly reckless. End of story. Exactly. And our calling them on it doesn't make them look strong, it makes them look unprofessional.

"Wars have begun that way Mr. Ambassador." Who said that? Clinton? Obama? Bush? It was a line from the Hunt for Red October.

This is what military people do. They push the envelope and taunt each other. It’s no so much national motivation as it is personal ego and pride.
It is warrior bragging rights.
Don’t make too much of it.
Good people sleep peaceably in their beds at night only because rough men stand ready to do violence on their behalf.
Someday your life will flash in front of your eyes. Make sure it is worth watching.

Complaining about this publicly only makes America look weak and the Russians strong. We could warn our allies diplomatically in private without giving the Russians publicity that they crave. The opposite, actually. What the Flankers did was unprofessional. While it seems that is somewhat par for the course with the Russians, the USAF is correct to call the them out for this.
