...and yet, people tend to bring their laws with them (and adapt them to the circumstances). Maybe enforcement from Earth is impossible, but enforcement on Mars will eventually become a necessity. Just look at US history. The first colonists brought British common law with them (save for the parts they did't like). After independence was won and the big land rush had started, it was difficult to enforce the law, so institutions like the Rangers and the Marshals were created which used rough methods to compensate for a lack of resources. Enforcement was sparse, but not zero. It certainly didn't look much like court proceedings in Britain at the time, but that was mostly a reflection of different circumstances - the vastness of the land, the low population density, a low tax revenue that allowed to maintain only minimal state infrastructure like police, courts, etc.
