When I started recording I found them to be choppy. I found this which helped explain some settings.
I also found that having the OBS Screen minimized works better. Addendum: There is also an option to disable the screen preview. I have multiple screens on my system and I was keeping the OBS program active, so disabling preview allows the OBS program not to be minimized.
I originally tried a CBR bit rate of 70000 Kbps but then dropped it to 30000 for smaller files.
I suspect it could be lowered still, especially if running at a lower resolution.
Finally I was sometimes running up against black OBS preview screen - a recommendation I found for that is to set OBS to "Run as Administrator"
So I am still working on this - after playing around more my choppy video recording started occurring again when in campaign mode (seemed okay in Quick Scenario). Currently I am at 10000 KBPS bit rate. OBS is started as Run as Administrator. WOFF is NOT started as Run as Administrator. I am recording with OBS Preview mode off. I do want to go back and try these new settings with Preview mode on.
My Settings.

Thanks mucho Stache for that video link and your post. I have my OBS Studio set up fairly close to that, but now I see there are a few items I am going to change and check if it gives me even better results.
Cheers,

You guys got me intrigued with this OBS system, especially when I discovered that it has support for the new NVEC codec designed for the RTX Turing chip. I have a Twitch TV channel set up and just about ready to go. It seems to me this could be a great way to give WOFF more exposure to the gaming community at large. I'm planning to do some full mission broadcasts starting next week sometime.
