I cannot achieve 100% throttle in any sim, I can get to 97% and maybe 98% if I push the throttle forward and hold it.

I've recalibrated my CH Pro Throttle several times and I opened up the base and recrimped all of the connectors on the pot but still no change.

Any ideas on how to fix this?

I would try to clean the sensor and if it still acts up, replace the sensor itself. Rel4y sells magnetoresistive sensor kits for CH Products, or you could replace them with the original (less accurate) one: https://www.digikey.com/products/en...;ColumnSort=0&page=1&pageSize=25
