Intel's main selling point now is their "over 5GHz" top core speed which confers a small advantage in lightly threaded software. The latest high end AMD CPUs have caught up on Instructions per Clock, cores, etc.
To get those high "boost" speeds, Intel "Factory Overclocks" their designs -- overclocked CPUs run hotter and can fail prematurely without excellent cooling.

This particular rumor stems from Chiphell, which has proven to be a whimsical source of information in the past - albeit with a fairly high rate of success. We have seen AMD's new Navi family pop on EEC filings so it is clear that the company is preparing to launch a new lineup - and the only question that remains is about the specifications. While 80 CUs is something that is very much plausible, it is unclear at this point whether this rumor is authentic.

The latest code adds EDAC (Error Detection and Correction) support for AMD's Family 19h which refers to the Zen 3 architecture
AMD has so far confirmed themselves that Zen 3 brings a brand new CPU architecture which helps deliver significant IPC gains, faster clocks and even higher core counts than before.
Some rumors have even pointed to a 17% increase in IPC and a 50% increase in Zen 3's floating-point operations

Computing and Graphics was the lion's share of the earnings gains, with revenue for this segment up 69% year-over-year thanks to strong sales of both Ryzen processors and Radeon GPUs for gaming. Operating income was also up thanks to the higher margins on Ryzen processors. Now that AMD can compete and win on performance, they don't need to sell at such a discount, which is of course what is helping them turn the corner.

Rumor from a site that is usually right: Apparently, Intel is competing on price -- for business customers only. They just don't want the public to know because it makes AMD more relevant.

by slashed we mean far more than 50%, but the MSRP didn’t change. Officially there was no change, that pipsqueak AMD has no effect on pricing, carry on folks and look away.
Intel likely could not price their wares against AMD without selling at a loss. No we were not joking, it was really that bad.
Occasionally selling at a loss is what Intel did over a decade ago when AMD had the better CPU. Except then, in addition, they illegally paid OEMs "under the table" to never use AMD (as proved in court). It worked for Intel and nearly put AMD out of business.
