We in French (and probably in other languages) say : I am 50 years old today so I am (i am starting) now in my 51st year. That's logical , years are like candies in a box, if one counts them to check if the seller did not cheat him , one doesn't count from the candy 0 , but from the candy 1 (otherwise, when counting the candies, one should be happy to count them till 49 when actually they are 50)...so the first "decade" of candies starts to 1 and ends at 10...it's like counting on the fingers...
