Scorpions always makes those lists. Virgin Killer the original cover, for good reason.
I remember when I was 15 I was able to talk my Mom into picking up Scorpions Lovedrive. She was cool that way. But boy was my Dad pissed when he saw the cover of what I had talked her into buying for me. Great album though, maybe their best. Dad got over it.

OK, now I've actually looked at them. Wow, they are some real disturbing ones in the ( Bestiality anyone ? )

Scorpions always make most controversial, not worst, on second thought.

I don't see the problem with Ted Nugent Scream Dream. I always thought that was a good cover, it represents him to a T IMO.
