I dunno, looks like a propaganda film to me.

While I'm kind of wow! at the state of the railroad tracks, we're used to a different standard here.

Also, I don't know about Russia, but here in the USA the property next to the tracks is usually pretty crappy and full of abandoned or neglected buildings out in rural areas, so they could make the same sort of film here.

If we still actually rode on trains. Here even hobos own cars.

The major problem facing Russia is demographic. Its population has been steadily declining for the past 25 years or so through a combination of a very low birth rate and a high rate of emigration (mostly due to economic reasons).

The main problem they have is a lack of investment capital.

That's why they're currently big on pursuing measures like the Asian Infrastructure Investment Bank, so as to get sorely needed capital that does not come from Western banks with giant strings attached to it.

Gotta say, it actually looks oddly familiar. The region and the people could pass for small town MS.
As much as we might not like their leadership, which is surely the same about ours from their perspective, I see a kind of kinship with the people there. Really fascinating place, kind of split existing in different eras at the same time.
I highly recommend watching Ewen McGregor and Charlie Boorman's "Long Way Round" series. It documents their motorcycle trip around the world. Russia, Mongolia and that area is the best part. The further they get from the modern urban cities, the harder the going is but the more amazing the people become. Strangers treated them like family, not even knowing who they were.
They probably use the rail system because the roads between cities are so horrible.

Russia could win a "who's the most ghetto?" contest with inner city Detroit, but that's not to say that there aren't vast areas of the U.S. that look like prosperity walked out the front door some time in the Vietnam era, and never came back.

Those are mostly in the old "Rust Belt" States like Ohio, Pennsylvania and Michigan.

Not limited to those by any means, even in the West Coast states there are lots of faded areas. Small towns have been hit particularly hard, either by loss of industry, meth and opioids, or both.
