They went ahead and are allowing download, and looks like it isn't just a pre-load, but actually playing the game a little early. It was set for around noon tomorrow IIRC. Downloading now. About 41 GB but flying along nicely.
I have it for the PS4, can't recommend it so far. Stuttering graphics, looooooonnnnggg load times and cheesy dialogue (that I can live with). The 9GB patch didn't help.
I'm hoping (but sadly not expecting) the stuttering gets sorted, it's almost unplayable as it is.

Load times are bad on pc too. Didn't have any other issues though so far and it runs smoothly for me, except for when I had Fraps going, but it's very early for me. I'll put in more time later today.

I'm still barely into the game, so too early to really call it, but so far I would agree about holding off. I don't pay much attention to reviews, especially when I own the game myself. Not because of nit picky crap about forced bugs, performance issues, but the cardinal sin for games: it's dull. It's early, but I'm bored already and thinking about other games instead of my nice new one. It may improve, but IMO it's the responsibility of the developer to make the game engaging from the start. Wildlands had me hooked right off the bat. If anything this game benefitted from that since I was excited about another shooter that appealed to me and seemingly added some elements I'd like in Wildlands. If my opinion changes, I'll share what improves about it.

I would have to say no. City Interactive is known for releasing second rate games, arcade shooters and many buggy games, Somehow they have managed to stay afloat despite making and selling inferior products???
Having played Sniper Ghost Warrior 3 for a few hours on a friend's computer I can say the following:
- The game is buggy. - The gameplay is so-so. The sniping can be satisfying at times but the AI - The dialogues are not worth mentioning and the Ai's answers are so scripted that once you have listened to it for 5 minutes you can repeat very single word for every similar situation you face in the game. - The map is supposed to be 23 sq. Km but in reality because of artificial boundaries is actually less than half that. - The graphics are not bad but the landscapes lack variety and there's little interaction with the non combatant NPCs. - The exploration part is also mediocre and lacks imagination and variety. - You can tell the developers heavily copied the Far Cry games and borrowed from the Hitman and GTA games as well without unfortunately getting even close to the quality of the products they were copying. - Given the above the game is worth a 5/10 score in my opinion, has little replay value and should not sell for more then $ 15 to $ 20.00. Anybody who paid $ 60.00 for that has been taken for a ride...

10 hours in, it does improve and I think it has more to give. Not a lot more, but some. Load times still suck. Going to the new zone is like loading the game. AI is still not aggressive, but you can sneak around to improve things for close action. Still nowhere near as good as GRW. In fact, Sniper 2 may have been more fun since you would cover a team and then play the other perspective. Steam sale type game.
