The files (certainly some) can be hosted by many technology means nowadays.
I would be willing to work on this with anyone interested. It will take a bit of time.
Years ago I thought about making a mirror. But not all the files (since hostng was expensive and it was not really needed), just in terms of the html webpages we can mirror and change the urls.
The best way (arguebly) would be a master copy pointing to
persistent uniform resource locator (PURL) - (Wikipedia) or similar.

https://archive.org/ Internet Archive can be also used with this since they host Purl Llocators (i've one for years on my profile signature that redirects to my page at Tally-ho - all I have to do is repoint that to any other url I wish to find the resource

(Note with these I'm talking about the webpages, not the files - they have to be connected from wherever they are stored (can link together with mutliple resources as people host, change hosts, merge lists, etc.
I myself have not researched it but briefly yet, so it will take a bit of time to lean exactly what, where and advantages.
One of the advantage it can also use git , github. Some people actually use github to mirror websites or orther resurces. It does not have to be just code.
Also there is tons of ways to store stuff like mediafire, also cloud hosts, cloud host that I could sync a mirror to, offline storage.
For example I could have a mini server here on one of my old PC, then sync that to the cloud. Also there is even more like building a container that someone can mirror in the cloud or out.
I use Linux and using an IPFS server would be relatively simple.
http://www.atnnn.com/p/ipfs-hosting/..The short version is there are plenty of ways to get the major resources (of course that may be a matter of opinion) or even all the resources made available..Not to mention Bittorent , bittorent sync, and about a dozen other technologies I have not time to look at.
My only caution would be to not have everyone go haphazardly about trying to implement methods as an overall solution independantly, since that may confuse issues.
Then again one could just have a freeweb host and store some files temporarily over Mediafire, with several accounts as MarkEAW does. I will probably do that at least for my files, OAW, EAW 128e.
