On the street where I grew up (1950s) all the water lines to the houses were lead and there were still lots of lead pipes in use all over the city. I imagine (but am not sure) that this would have been true in a lot of North America and the parts of Europe that had not been destroyed by the war.

Has anybody been following the saga of Flint MI ?
They switched the water supply, and it suddenly
stripped all the film off the lead pipes, and
suddenly the lead content of the water skyrocketed,
but the pipes had been lead all along.
