Can not get cone or brackets to activate on game. get lables but they are all over the screen blue and no red. At least in First Eagles 2 I can chase the cone all over.
It's been a long time since I played but I believe the cone just points you in the direction of the enemy. You have to spot them for yourself. Hopefully someone else will answer that really knows but in the mean time chase the cones.
