How do you enable the caret in the HUD so that you know that if you are on time, ahead of schedule, or behind schedule for reaching Steer Points?

That depends on the block you're flying, some don't have this. If you want you can start the avionics configurator from the launcher and change it.

On the right sidewall find the second row of switches below the hardpoint power switches. The leftmost switch is a 3-way and you can select the bottom-most option to turn off both tapes. (If memory serves me correctly)

Im flying whatever block is in the training missions. Im "starting over" to refresh memory and try to learn the new stuff in 4.33. If as you say the different blocks have different HUD functions then this might be the answer.

I think you are correct but I was hoping to have both the tapes and the digital readout visible
