A little bit misleading to normalize the data as a percent of total population. Given the small size of North Dakota and Puerto Rico, more than likely it is just flat overall.

A 4.16% growth rate for a State with a population over 37 million is actually quite high. Sure, a lot of people have left CA to escape the high taxes and high cost of living but the overall net population growth is still significant.

Seems like all of them are coming to Southern CA too. Can't say anymore without this ending up PWEC material.
Why is Puerto Rico still a territory, out of curiosity? Do we use it as a base for military or is it just kinda there due to the Korean war?
We don't use it as a military base, however, they do have an Air National Guard base there that's mostly manned by Puerto Ricans...who are American citizens even though they're not a state. They used to fly F-16s out of there but now fly C-130s. Puerto Rico likes being a territory and all of the benefits from the US that they get but just doesn't want to be a state.
St Croix USVI also has a small ANG base...mainly comm I think...no flying mission. St Thomas USVI used to have a submarine base but it's gone now...however, I did still see military vehicles on the road when I was there last.
