Exactly! I fully agree with you.
Besides even if a MP mission doesn't have all the aircraft and the player owns at least a few aircraft modules, the probabilities of being able to play in a server or find a "compatible server" is much higher if the game (DCS) is only based on payware aircraft modules than it is if the game is based both on payware aircraft modules AND payware map modules!
And imagine if the situation that Flogger23m mentioned (of having other payware stuff in DCS, such as AI, AI units, etc...) really happens? If this happens than the probabilities of finding a "compatible server" will become much lower even and IMO with this "extra payable map" module thing, ED opened the "Pandora box" of having other kind/type of payable modules.

I'm not sure this can be fixed. Why would the ED or 3rd party teams continue work on their terrains if they can't sell them? Surely you agree the should have some sort of return on investment?
What about just the mesh of the terrain to maintain compatibility? That would look terrible, but could work, I don't know. It's a headscratcher.

Some servers, not all. There are servers you can't enter without specific modules (example WWII servers if you only have FC3).
The map issue may (or may not) be overblown depending on purchase habits. I own everything at this point except the L-39, I won't worry much about maps because I intend to buy them all unless I have a reason not to. For other "buy all" people, maps are probably a small issue. On the other hand, you have people that buy only what they want. They might have 2-3 aircraft which leaves them with money to buy maps when it suits them. Especially when there are massive sales.
So which way do people lean? If it's in the first direction, no problem, they'll have all the maps. If it's the second, not a big problem, they'll probably have the popular maps.
Also, ED has hinted at things like packages. Wags did mention somewhere that the F-18 for example could be packages with a campaign and SoH, which could make things more affordable and also help to push things like maps into the hands of players that are likely to use them.
Regardless whether the map issue is a real problem or not, from a vendor standpoint it will never be a major concern since most of their customer base are not MP participants and will not be impacted by servers running, or not running, maps they don't have.
Maps should be free of charge for a dedicated server that is hosting missions (note a proper dedicated server that other companies have no problems creating eg arma3 dedicated server linux/windows type)

Those Razbam shots from page 11 simply look fantastic. I am not sick of the Georgia map. I grew up with it. But I am sick of the weird dirty look of grass, fields and snow. It looked as if all of Georgia had suffered 10 days of continuous rain. NTTR seems to be far cleaner. ED has shown real stamina in seeing this through despite so many customers getting it through early beta.
Perhaps the solution is to bundle the map with a plane. For instance, the Hornet and Hormuz. If you buy the Hornet, you get Hormuz, like in the days of expansion packs. For one price you got several planes, several maps, and missions for both.
When you make everything a la carte, naturally you get fragmentation.

I doubt the price will be much different. They'll maybe shave $10 off or so, and the discounts might not be as big during the sales. But maybe I will be wrong.
As for the Mirage 2000C, it looks excellent. That and the F-5E are the two aircraft I am looking forward to the most. Although I am not sure how far off the F-5 is. I'd take the F/A-18C over both, but that seems to be a long ways off.
