Yes, jane's F-18 works on win 7/8 32/64 bit. You will need the TSH mod for it to run properly. I would recommend the F/A-18 One-Click-Updater found here: http://vfa-41.net/FA-18_Utilities.php

There are several possible reasons for the CTD's
I've seen this happen with older missions that are available online. Missions with FAC's and some alternate tasking can cause the game to CTD. Make a note of what mission you're flying and see if the CTD will occur at the same point in the mission. If the CTD occurs at the same point every time, then it's one of the older missions that has been known to do this.
Other CTD's have been known to occur in the map or arming menu. The fix for this is to right click and run the janes.exe file as administrator and use compatibility mode- either win98/ME or XP. You may also have to do this with the TSH executables TSHv3manager.exe and the worldswapper.exe
In windows 7/8 Microsoft has changed permissions on the " Program Files" folder.. this was done for security reasons, but it causes instability to Jane's F-18. The fix for this is to install the game to a location other than the default game installation location program files . You can install it to the root of the c:\ drive
Example c:\Janes\F-18
If you can make note of when the CTD occurs and try these fixes you might solve the CTD problem.. most of the pilots in our squadron run janes F-18 on widows 7 without issue. Some like myself have a dedicated XP box they use for older games.

As repeatedly suggested, do NOT try to install/run "the latest version of TSH." Use the stable and reliable version, TSHv3.06. Use the One-Click Updater after uninstalling and a fresh re-install from the disc. One Click Updater is available here: http://www.vfa-41.net/FA-18_Utilities.php

Is there really no way to get rid of the AA slowdown, without driver rollback? My other games are in need of the new drivers. I am afraid I will spend the next days with examining the issue... I promise to get back if I find a solution...

Older drivers and DirectX 9C are what the game works on, you might consider taking an older PC and installing XP on it and use a KVM switch to swap between PC's. Put the older games/sims on the XP box and leave the newer stuff on your win7/8/10 machine. I don't know if DirectX 10 works with Jane's F/A-18, I doubt it does.

I don't know if DirectX 10 works with Jane's F/A-18, I doubt it does. I can tell you that I have DirectX 11 on this Win7/64 machine, and it runs Jane's F/A-18 just fine without any kind of tweaking or setting adjustments. As far as A-A slowdown, see: THIS portion of a recent thread.

Today I tried installing TSH3.06 that you linked on my Win7 PC and it runs fine. I have few questions though: Are the mods preconfigured so I can access the Iraq missions? If so, how? Also I loaded some F14 single mission but the cockpit was from F/A-18 (outside model was Tomcat). Is my install broken or do I have to make some additional steps? Instructions from the site are pretty clear: Instructions:
1. Uninstall and completely remove any previous installs of Jane's F/A-18.
2. Download this file, and unzip to any location on your hard drive.
3. Locate and run JanesFA18Setup.exe in the folder you just unzipped.
4. Allow it to install 'No CD' patch. DXTweaker is optional.
5. When process completes, you will have a new Jane's F/A-18 icon on your desktop, ready to run! You're good to go with stable and reliable TSHv3.06. No further updates or patches required!
One thing I didn't ticked during install was the DXTweaker as it's optional.

Find the WorldSwapper.exe utility in your Jane's folder C:\Program Files\Jane's Combat Simulations\FA-18. Probably best to make an icon for it on your desktop. The outside will always look like the aircraft it's supposed to be. You have to manually switch cockpits using the VR_CPIT_DETAIL command. This will cycle between F/A-18, F-14, and A-10 cockpits. I'm not sure if it has a default key command. You may need to program it in Options.
