The F-23 would've had even more detractors. With all the flak LM is taking lately for the perceived weakness of the F-35's agility, imagine what the more expensive F-23 would've dealt with compared to the F-15C it was to replace. NG's record is hardly stellar compared to LM anyway, the B-2 program was hardly a model in procurement excellence and the Global Hawk has spectacularly failed to be so much cheaper than the U-2 that it replaced them without question.

In a duplicate of the A-10 retirement spectacle, the USAF has now tried and failed more than once to either retire the U-2s or some/all of the Global Hawks because it says it can't afford to run both. Congress won't let them get rid of either.
