When you say "Freeze" are you talking about the game "stuttering", or the game "stopping" ???
If it stops, does it drop out of the mission or does it drop to desktop ???
Since you have post this here and in the OFF section (different games), which do you have OFF3 or WOFF and if you have WOFF, do you have WOFF 1.0 or WOFF 2.0 ???

I think you mean DX9 shaders. The original CFS3, plus OFF3 and WOFF 1.0 used DX8, WOFF 2.0 moved to DX9 which made the game twice as efficient as the original DX8.
There are other people who have Windows 8.1 with no problems, so I doubt it is that.
Have you loaded the DX9 complete package ??? That is needed to use any of the DX9 shaders. If you look in your WOFF Toolbox, you will see the DX9 executable you must install to use the DX9 shaders. While you are there, you might as well install the other two programs that the Dev's put there fo the game to run correctly.

When I was working through the occasional "Freeze" as you call it, I narrowed down and eliminated several that were causing me to either drop from a mission or drop completely to desktop. You have to remember that OFF3/WOFF will problably be the "pickest" game you will ever play. The slightest thing can cause it to stop because it is nothing more that one giant mod on top on another game.
Reasons for stopping that I have found: 1. My antivirus would decide it was time to do a sweep. Solution was turn off antivirus "Real Time Protection". 2. A message or notification over the internet. Solution was to disconnect the internet when playing WOFF. 3. Other programs in the background operating or starting. Solution is turn off everything not needed to play the game (and M$ runs a lot of them).
At this point, disconnecting from the internet has been my final solution and so far (cross my fingers) I have no more problems.

I will tell you that when flying low over cities I will still have a "micro-pause" as the game loads more of the city or city graphics (just the nature of the beast), but I have never had it "Freeze" like you. It may also be because I have s stronger CPU and GPU than you too that I can get through this problem, where you can not with you particular setting and what is running on your PC.

The triple buffering in the NVidia control panel is normally for OGL games like IL2 (CFS3 is D3D). If you use NVidia Inspector, it has a place where you can force D3D games to buffer too, from 1 to 8 frames.

I know exactly how you feel. I got a new computer to play WOFF, and with a GTX 970 with 4gb, an i5 3.6ghz and 16gb, I thought the game would literally fly. I turned all my settings to '11' and off I went. It ran at a pretty steady 50-60 fps but as you have found, I experienced random freezes near aerodromes, over towns or looking down at the ground. It didn't freeze every time but enough for me to be more worried about the freezing than the Albatross on my tail.
I read the FAQ and threads on the forum, uninstalled and reinstalled WOFF, reinstalled DX9 and tried all the helpful suggestions from the guys on this forum, short of reinstalling windows 8.1 or better still installing windows 7 instead.
I used one of the stock scenarios and one of my own which involved lots of cloud, and ground shadows to test various game settings over and over again until I achieved a - so far - freeze free state. Of course after many happy hours of flying I still can't resist trying to notch up a setting or two with the usual predicable result.
So, if it is of any help to you this is what my settings are currently. I dropped me resolution down from the native 2560x1440 to 1980x1080. In the Nvidia settings I have override 2x antialiasing and no anisotropic filtering. Any other settings are set to performance. V-synch + triple buffering I have on, but that is because when I started using Trackir I started getting tearing. Otherwise the game seemed smoother with it off. The workshop graphic settings are 5,4,3,5,5 and Shaders are 4,2,0,6,8. Terrain detail is normal and trees medium. With these settings I am now well into a campaign which has been freeze free.
I did notice that you said when your screen froze the only way out was to reboot. It might be worth leaving it running. What I experience is a screen freeze with sound running. After a length of time usually about 20 secs but which sometimes amounts to several minutes there is a glitch in the sound and you go to mission debrief. Looking at the logs the program appears to go into a loop of varying length. This at least means if it freezes on landing you don't lose that mission. Of course if it happens shortly after take off you suffer the indignity of the CO calling your effort a shambles.
I hope this helps. Even though I can't run the game at the highest settings it still looks good enough for me and is well worth persevering with. D H Lawrence is on the verge of becoming an ace!
