I think TF are looking towards creating content in the form of maps, planes, vehicles and FM/ DM updates, rather than new campaigns. People are guessing about the med being the next new theatre. Everyone hopes that campaigns will be created by creative users or third parties as has begun to happen already.

probably not campaigns packed with the mod install (they can involve quite large additions to the download and not everyone would appreciate that)- but nothing is ruled out . It would be likely to include several new quick missions (every 'major' TF patch has added these) and maybe a single mission or two. There is a commitment to trying to give you ways of trying the new features of each patch, both on and offline. Then of course there is third party material

By far the vast majority of campaigns were made by third parties in the original IL-2. This would have happened with COD as well, but for the release of an unfinished sim, that few people could run effectively. Team Fusion is correcting the situation, and the better it gets, the more people will run the sim and start creating more missions and campaigns. I really don't see much competition, until BOS creates an effective FMB, and DCS fleshes out its WW2 content.
That said the only thing I can see derailing COD is the mass acceptance of VR. DCS is positioning itself to take over the VR combat flight market.
