OK,
After more than a little pain (as seems always to be the case with flight sims) I've come up with "a solution" which delivers smooth play offline (I have not tried this online where latency can introduce stutters) with everything cranked up to maximum. Of course you will need a decent rig to make this work, so your mileage may vary.
I found some shader settings over at ATAG via a guy by the name of Markie
Original thread and his last entry in it along with file to download is here This same setup works for both CLOD and BoS without any adjustment. You will get a lot of bloom in CLOD which you may not like, and it will introduce higher contrast in both, which in IMO is very valuable in BoS for what otherwise is a monochromatic landscape. The subtle details in snow drifts, etc, will now come out and be very visible and it completely changes my opinion of the maps....they are works of art when you can see all the subtle shading differences. Just follow the instructions and drop the files into your BoS folder (works the same for CLOD)

Process Lasso Now I have not worked through all the options in this app (it is powerful), and if you don't configure it right it can impair normal stuff on your computer (like browsing by making the mouse micro freeze) but using this app I was able to assign CPU affinity and priority (to include I/O which I have not tried for online latency issues) with this app.
In both CLOD and BoS I assign the core EXE files (launcher in CLOD and IL-2.exe in BoS)
CPU affinity ---- cores 4-7 (I assign my last 4 of 8 cores to the app) -- use the "select CPU affinity" sub menu within this choice to make the assignments permanent for the app
Priority Class --- High
I/O priority --- High
Application Power Profile --- Bitsum Highest Performance
Classify as game
If offered -- Set all of these to "Always" and it will save your settings for the process so you don't have to do this every time you run the app
When you launch Bos (or CLOD once you have configured same) if Process Lasso is running it will then dynamically take over management of app vs CPU, etc.
I've the in game settings cranked up to Ultra after using High....I saw no slow down in frame rate fluidity by changing these settings whereas I see even more detail now on the ground with Ultra (much more shadowing)
I use the other post by AndyHill regarding the terrain.ini file. Mine looks like this

So that's it! I now run both flight sims (games) maxed out and don't experience the aggravating stutters or micro stutters that have plagued me for years....I think the combo of shader optimizations and process maximization via Process Lasso has finally solved for me (knock on wood) what is a constant problem with flight sims --- smooth framerate
One last note
Within BoS I have limited my frame rates to 30 and use 2x antialiasing and Gamma on 1
Ohh...and I play BoS at 3840x1024 window across a triple monitor setup at 5760x1080 along with TIR 5
I can play CLOD at full 5760x1080 within this triple screen setup whereas BoS goes black screen at anything over 3840x1024
