Karma is action, not repercussion.
Karma does not mean if you do something good or bad that something good or bad will be done to you, it means that if you do something good or bad it is easier to do more good or bad things.
When you steal the first time you are nervous and clumsy. When you steal the 100th time, it has become a natural action and you do it without pause. The same with smoking, the first few cigarettes turn you green and you cough and feel a bit sick. The 1000th cigarette is smooth and delicious.
Likewise when you part with your time or money for a charitable cause, you might hesitate a bit and think about the good that money or time would do for you. But the 100th time you engage in a charitable action, it's second nature, and it just feels right.

Yes, intent and actions influence the future of the individual, but not from external sources. Karma begins and ends in the individual. At least in the classical sense. When you build up bad Karma, for example, it means you are likely to do more bad things.

I think you have it backwards Karma does not make people do good or bad things, it makes it easier for people to do good or bad things. If you read the Bhagavad Gita and study the conversation between Krishna and Arjuna, and see how Karma works and how it is to be avoided, it will make more sense. The modern interpretation of Karma as being a repercussion for actions taken is just that, a modern interpretation.

Bah. Hell, yeah, I believe that what comes around goes around.
Not in a quid pro quo sort of way, but in a more holistic way. Rat bastages invariably wind up miserable and alone. Decent folk usually wind up being pretty content. If one goes around screwing people over eventually one is going to be the object of some payback.
Of course all that is superseded by the Fickle Finger of Fate which can f--- you at any moment and the Sh-- Happens rules of the Universe.
And I've been on the receiving end of some pretty wild unlikely events to the point that yeah, I believe there's a thing called luck. Drives the wife nuts sometimes, but things usually work out for me even when they really shouldn't.
