Can you fly that on the Red side in SF2:NA? Flying for the red side? Yes, with a few ini file tweaks, effectively adding a cockpit to aircraft that do no otherwise have one. That Yak-38 model isn't available right now, but will be before this month is out. Or better (or easier) yet, purchase the "Campaign Customizer" which costs a mere $6.99 USD and after having the Yak-38 working within your game and the Campaign Customizer installed, you can use the Campaign customizer to easily create a new campaign based on any existing SF2 campaign (such as the one in SF2:NA) where you can select an interesting set of options such as choosing the player's side, name of the squadron, player's squadron aircraft, etc... I've found out you still need to do some ini editing anyway even with the campaign editor because the editor doesn't add cockpits to planes without that line in the ini. ANd almost every plane from the "Red" side is missing cockpit at least if the planes are stock.

ANd almost every plane from the "Red" side is missing cockpit at least if the planes are stock. Actually, every stock red-side aircraft is missing a cockpit. However, there are high-quality cockpits available for the MiG-15, MiG-17, MiG-17PF, MiG-19, MiG-21F/PF/MF/Bis, and soon, the MiG-23 variants. The aforementioned Yak-38 has its own pit. So yes, some ini editing is required, but it's a rather straight forward procedure, as the required file is already present and easily accessible in a given model's folder.

Yes it's true that the Campaign Customizer doesn't do everything and certainly doesn't do anything related to adding add-on cockpits or extra aircraft but just like Fubar said, most or many add-on cockpit packs already includes the required edited .ini file(s) so installing most or many of these add-on cockpits is just a matter of simply copying the cockpit files from the pack to the right aircraft folder (and overriding the required files). Anyway even if you had to manually edit the .ini file in order to have an add-on cockpit or aircraft to work this is a process that it's still much more simple than editing the campaign .ini files in order to have flyable or new squadrons for the opposing side with new aircraft, so on this regard the Campaign Customizer does you much, if not most of the work necessary in order to for example be able to play a campaign for the red side with a red side plane.

Sorry if my post/suggestion regarding the Campaign Editor gave you the impression that this tool also allowed the player to install new addon aircraft. That was not my intention even because I though that the name "Campaign Editor" made that clear enough. However and incurring the risk of repeating myself, it's way much harder to edit a campaign (or create a new one) in order to for example to allow you to play with the other side (Red) with flyable squadrons with new addon aircraft than it is to install a new addon aircraft (or cockpit) which is usually a very straightforward task. The Campaign Editor helps you on this regard.
