What ways can I troubleshoot several of the USB outlets on this new mobo not working? I know it's them and not the devices, since the devices function when I plug them into other USB ports.

Check the BIOS first and make sure they're all enabled.

Most mainboards now come with 2 different controllers,

the CPU/Chipset Integrated Controller, and a Separate one.

If they are the USB 3.0 Ports you will need to probally install the drivers for those to work.. and like stated check to see if they are enabled in BIOS..
