Those things are almost purely hurtful and bad for morale. At best a popularity contest.
We have good people here who sometimes have a bad day and say something they normally wouldn't (myself included). Giving anonymous people a way to lash out and leave a lasting negative mark does no one any good.
People are quick to criticize, but not to praise, so those systems don't give a clear picture.
You can however rate the topics, which is a little bit better system IMO.

Just my 2¢.

I've seen folks obviously trolling for years none stop...When I disagree with someone, I'd rather "down vote" (aka reddit style) for being a troll so people see for what that person is. One day of "mischief" is understandable. But when certain folks have agenda to grind - they should be pointed out. I personally like public humiliation...it tends to make more polite society.
