Some errors in the descriptions. Stall *typically* initiates near the wing root (possibly mid-span for highly tapered wings), rather than at the tip. Elliptical planform tends to a uniform stall, which because of aileron deflections/roll/yaw rates will prompt tip stalls first under asymmetric conditions, but this wing is untypical.
Slats shouldn't appreciably increase drag when deployed (they encourage attachment to continue to higher AOA, so compared to a 'stock' section their drag isn't significantly higher).
Flaps (partial span) increase lift and drag over the whole wing, but predominantly over the flapped section, and this section has a higher lift at lower AOA. The stalling AOA of a flapped section is significantly lower than for a plain section of the wing, guaranteeing root first stalling behaviour. The abrupt transition near the flap tip increases drag significantly over and above sectional drag rises.
Application of ailerons or rapid roll rates at high AOA will stall the aileron equipped sections of the wing (same comments on max CL and reduction in max AOA apply as for flapped section, though obviously there is an asymmetry, and overall lift should be equal with/without aileron deflections if airframe AOA is low enough to not exceed local max AOA.
