The best results, historically, were obtained by going in low: the first RFC Victoria Cross of the was awarded, posthumously, to Lt. Rhodes-Moorhouse - mortally wounded during a bombing mission to Courtrai railway station, 29th April 1915. He got back, but died of his wounds.
Same applies in WOFF - low, but not too low or you get hit by the blast or ground fire. It is just trial and error, until you get it right (if you survive). Otherwise, stay high and live
The BE2 could not carry bombs and an Observer, so the Observer had to stay behind. I reduce ammunition load to 20% in WOFF when I have a bombing mission - I would reduce it to 0%, but 20% seems to be the lowest that you can go in WOFF.
