I thought that bullet hole effects would be compatible with high aircraft textures in WOFF...
Why not?

Nope its a rendering limitation in the CFS3 render code and we have not been able to work around it yet.
Note that its only the bullet 'decals/stickers' - Real Poly holes and Poly damage still show as normal so you dont lose a lot.
