Dan Griffin, I was experiencing the same issues running Win7 32-bit and found it is due to limited RAM. Even with 4GB of RAM installed, the 32-bit OS really only sees 2GB. Obviously installing the 64-bit version and upping the RAM to 8GB would be the ultimate solution, but until I can make that happen, there is a work around. I don't know for sure if it works with XP, but it's sure worth a try. It's a simple text edit made in the Command Prompt window and it ups the available RAM to 3GB. It made CloD playable for me without the incessant "Launcher has stopped running" failure. Here is how:
To enable the 3GB switch on Windows Vista™ or Windows 7:
Right-click Command Prompt in the Accessories program group of the Start menu. Click Run as Administrator.
At the command prompt, enter "bcdedit /set IncreaseUserVa 3072"
Restart the computer.
If it doesn't work or causes other issues, here is how to disable it:
To disable the 3GB switch:
Right-click on Command Prompt in the Accessories program group of the Start menu. Click Run as Administrator.
At the command prompt, enter "bcdedit /deletevalue IncreaseUserVa"
Restart the computer.

I play offline these days and have gotten decent frame rates with a few lowered graphics settings in all but the most heavily trafficked missions. Even then, there are "lite" versions of many of the campaigns and missions for those of us with more "challenged" systems.
