Yes, there's a mission template at http://ham.dogfighter.com/downloads/flanker/flysu39_2.5.zip . Download it, open it in Flanker and build your own mission around it.

no, but you can use any cockpit included in TAR25 - or on Ham's website - ham.dogfighter.com / http://personales.openbank.es/~jhermoso/tar_english.htm . And that does include the Su-39's cockpit.
