You're using an outdated skin for that BMP-1, look at the artifacts. The model was updated in 2.640, older skins will still paste over it, but as you can see, it's a bit messed up.

It's the skin in your mod folder, it was created for an earlier version, you would just remove that from your mod folder. Notice also that you have two different Soviet/Russian number schemes going on at the same time. So the skin conflicts with SB's decal system, you can always remove the decals by taking a blank file and renaming it to the decal file and place that in your mod folder, this removes the default decals. Still, the BMP skin you're using is no longer going to match up with the new model.

You just have an outdated skin in your mod folder- just delete it, and the program will default to the correct one, or add a skin which is known to be compatible with ver. 2.640.
In either case however, if you're going to use a skin with decals and insignia painted directly on the skin, they may conflict with Steel Beasts' decal system. To avoid that, use a blank decal file and put it in the mod folder.
