You should be able to move the entire "Ubi Soft" folder out of the "Program Files" folder into another folder on your C drive. I use a folder named "Games" so its easy to remember. Moving the sim out of the "Program Files" folder will bypass the extra security features of the Program Files folder.
Default:
C:\Program Files\Ubi Soft\IL-2 Sturmovik Forgotten Battles -
Windows XPC:\Program Files (x86)\Ubi Soft\IL-2 Sturmovik Forgotten Battles -
Windows 7Altered:
C:\Games\Ubi Soft\IL-2 Sturmovik Forgotten Battles
You will also need to create a new desktop shortcut or alter the filepath in the existing desktop shortcut to launch the sim from your desktop.
If you have more than one game in the "Ubi Soft" folder then create a "Games" folder and a "Ubi Soft" folder inside of the "Games" folder and move the "IL-2 Sturmovik Forgotten Battles" folder into the "Ubi Soft" folder.
After moving the sim to the Games folder the "Squadron" file should be editable.
