I use to work for Rogers Corporation who invented the phosphor coating technology that makes Indiglo possible. The trick is having bright optical output without letting moisture get in and degrade the phosphors. We also came up with the inverter chip required to power them off a battery. Our plant in Chandler Arizona that produced them was a joint venture with 3M.
