Eh if you mean dassault is developing a Mirage with Canarsd for those who can't afford the Rafale.....well....not quite. The Mirage 5 is an old design-a ground attack variant developed from the Mirage 3 with canards that are fixed. It's quite an old design and does not compete in any way with teh rafale or any modern fighter. The Mirage 2000 however does a good job of keeping current users from upgrading to Rafales, as the Mirage 2000 is reliable and much cheaper to operate, while being capable enough if you can't afford a Rafale.
