Hi Doc w,under settings in my account on Steam it had an option load beta's via steam(Beta participation). It also said that i had 1 beta download,so i clicked and downloaded something which i thought was the latest patch but it would seem that i was wrong as nothing changed in my game.

I see, Neil.
You opted to participate beta testing for STEAM, meaning you test options of their UI and such ( I am not sure what exactly, but I guess you had a textbox describing it and clicked it "ok". Check it again.)
For the COD beta PATCHES, the procedure was until now:
1. The beta patch is released and announced via the 1c forum, the recent beta is by now:
http://forum.1cpublishing.eu/showthread.php?t=23961 . You have to manually extract it into the proper directory.
2. A few days later, the release patch is officially distributed via Steam. You do not have to do anything to install it, next time you log into Steam, the patch is applied to your library. So this happens automatically without any input from you.
Michael.
P.S. if you in for Multiplayer (online) flying, it may be worth noting that applying the beta patch could possibly be regarded as cheating by the Steam anti cheat algorithms (this is under discussion). Steam checks if you alter your files in Multiplayer, to avoid cheating, so there is the chance that you get banned from Steam just by trying the beta patch. So far, I have not heard of a case, though. But you should be careful with that.
